We understand how important it is to you to make deliveries on time. And we appreciate your usage of 407 ETR to ensure that those shipments are delivered fast, safely and reliably.
While the Heavy Vehicle Savings Program that we launched in July 2006 has been terminated, we wish to show our appreciation for your business by continuing to offer savings to current members. These savings are the same as those in the original Heavy Vehicle Savings Program.
Savings
Here's how it works:
If you are in Tier 1, you had to:
- Have an excellent payment history
- Use 407 ETR regularly, travelling an average of 600km a month per valid heavy vehicle transponder
- Have no more than 1% Minimum Trips
If you are in Tier 2, you had to:
- Have an excellent payment history
- Use 407 ETR regularly, travelling an average of 600km a month per valid heavy vehicle transponder
- Have more than 1% but less than 5% Minimum Trips
Drive more – save more
For Tier 1 and Tier 2 customers it really pays to travel during nighttime, weekends and off-peak periods. The savings in the chart below automatically appear on Heavy Vehicle Savings Program bills.

Plus, current members save even more with Video Toll Charge reductions.
For Tier 1 accounts: Members no longer have to pay any Video Toll Charges. We’ve completely waived the charge for you.
For all other accounts: We’ve dropped the Video Toll Charge by 70%, from $50 - $15, so you can save too. Better still, to avoid Video Toll Charges completely, all customers should:
- Always ensure that the transponder is in the vehicle and properly mounted
- Keep all of your vehicles and licence plates up to date with 407 ETR
- Never move the transponders between vehicles.
Frequently Asked Questions
Answers to Frequently Asked Questions
Q. What is this savings program?
A. In July 2006, we launched the original Heavy Vehicle Savings Program. That program was terminated on December 31, 2006. However, we wish to show our appreciation by continuing to offer savings to members of the program. These savings are the same as those in the original Heavy Vehicle Savings Program.
Q. What are the qualifications for Tier 1 and Tier 2?
A. To qualify for the top tier (Tier 1), member accounts must have no outstanding balance over 60 days and, on average, each of their heavy vehicle transponders must have travelled 600 kilometres or more per month. In addition, the number of Heavy Vehicle Minimum Trips on the account must not exceed 1% of their total transponder trips.
To qualify for Tier 2, member accounts must have no outstanding balance over 60 days and, on average, each of their heavy vehicle transponders must have travelled 600 kilometres or more per month. In addition, the number of Heavy Vehicle Minimum Trips on the account may be greater than 1%, but must not exceed 5% of their total transponder trips.
Q.
What is a Heavy Vehicle Minimum Trip ("Flat Toll")?
A. A
Heavy Vehicle Minimum Trip occurs when a transponder registers use only on the entrance or exit of Highway 407 ETR. As a result, you will be billed a Heavy Vehicle Minimum Trip Toll Charge ("Flat Toll"), which applies to each class of heavy vehicles, is charged based on time of day, as defined in our toll rate schedule, and is based on distance. You can decrease the number of Heavy Vehicle Minimum Trip Toll Charges on your account if you do the following:
- use a valid transponder;
- keep the transponder properly mounted;
- keep a clean, unobstructed and visible licence plate;
- do not remove the transponder from its mounted position on the windshield;
- do not share the transponder between vehicles; and
- keep all of your vehicles and licence plates up-to-date with 407 ETR.
Q. Do I need to do anything to get the toll rate savings?
A. If you are a member, you will automatically receive the toll rate savings for eligible trips so there is no action needed. And, members will see their toll rate savings reflected on their 407 ETR bill each month.
Q. How does the program work if I have consolidated accounts?
A. If you are a member, all your secondary accounts will also be entitled to the same benefit program as long as they have an active heavy transponder.
Q. What happens if I deconsolidate my accounts during the program?
A. If a member deconsolidates any accounts during the program they will no longer be eligible for the program.
Q. What happens if I consolidate a new account during the program?
A. If a member adds a new account during the program it will be entitled to the same benefit program as long as it has an active heavy transponder.
Q. I have both heavy and light transponders on my account. Do all my vehicles qualify for the toll rate savings?
A. Only member vehicles that use an active heavy vehicle transponder qualify for the toll rate savings.
Q. What is an active transponder?
A. An active transponder means a registered transponder that has had trip activity in the qualifying six-month period.
Q. I am in Tier 2. Why are my Video Toll Charges (VTCs) not suppressed as they are for customers in Tier 1?
A. Members in Tier 1 have virtually no Heavy Vehicle Minimum Trips, so fewer video trips are recorded. We are suppressing the remaining VTCs since these customers are producing less Heavy Vehicle Minimum Trips. Tier 2 members will receive a 70% discount on the VTC rate and if they can reduce their number of Heavy Vehicle Minimum Trips to 1% or less, they could also have their VTCs suppressed in the future.
