Javier Tamargo, President & Chief Executive Officer
Javier Tamargo was appointed as President & Chief Executive Officer (CEO) in September 2020 Mr. Tamargo holds a Bachelor of Science and Master of Science in Civil Engineering and Structural Engineering from the Universidad Politecnica de Madrid and has 20 years of experience in the transportation and construction industries, both in Spain and in international markets.
Mr. Tamargo joined Cintra in 2002 as Project Manager, and progressed through several positions across different markets and asset classes, including as the CEO of toll highways from the construction phase through to operations.
Mr. Tamargo previously served as the CEO for 407 East Development Group, which developed phase one of Highway 407 (the provincially-owned toll road that connects with Highway 407 ETR). He later served as CEO for the I-77 toll highway in North Carolina, before taking on the role as Vice President, Commercial Director for Cintra in the United States.
Mr. Tamargo serves on the Board of Directors and as a member of the Corporate Governance & Compensation Committee, Environmental, Health & Safety Committee and the Audit Committee.

David McFadden, K.C., Corporate Director, Chair of the Board
David McFadden, K.C., was appointed to the Board of Directors in February 2002. Mr. McFadden received his BA from the University of Toronto and LLB from Osgoode Hall Law School. He was appointed Queen’s Counsel in 1983 and was awarded an Hon. LLD by York University in 2013.
Mr. McFadden was a partner at Gowling WLG for over 30 years where he served on the firm’s Executive Committee and Board of Trustees and as Chair of its Energy and Infrastructure Industry Group.
Mr. McFadden has been involved in the infrastructure sector for over 25 years. He is also the Chair of the Boards of Directors of, Makwa Development Corp., and PCI Geomatics Inc., and has previously served as Board Chair of the Detroit-Windsor Tunnel Corp. , Toronto Hydro Corp., Chair of the Advisory Board of Fengate Capital’s family of infrastructure funds and as Vice Chair of the Board of Macquarie Canadian Infrastructure Management Limited. Mr. McFadden also currently serves as Chair of the Board of Directors of The Young Street Mission.
Mr. McFadden has served as the Chair of the Board since February 2011 and he also serves as Chair of the Corporate Governance & Compensation Committee and the Environmental, Health & Safety Committee. Between 2016 and January 2025 he served as the Chair of the Audit Committee.
